The window motors are going south. You need to replace them. DO NOT get the cheap ones from Advance or the like. Get the GM window motors, cost more sure, lasts a lot longer.
I am not sure how much to get the gauge fixed.

Fuel gauge problem is probably the sending unit which is part of the fuel pump assembly.
Not an easy fix.

9T8 is right about the fuel gauge.
You might be able to ground out the gauge itself to see if that is the problem, but my bets would be on the sender/pump assembly. Requires dropping the tank, and it's time consuming if you do it yourself and expensive if you pay somebody. Don't buy used or cheap parts for this job.
Also make sure you use a reputable shop.
I knew a guy that used to do these fuel pump jobs on 3rd gen birds by lifting the carpet under the hatch, cutting a hole in the pan to expose the top of the fuel tank and cutting and splicing the high-pressure lines. He would then patch the pan and put the carpet back so the owner would never know. Probably charged the people for doing the job the long way, too.
I'm going to move this thread to a tech area.

I had to replace my window motors. There is a really good write up on doing it on one of the Camaro forums (don't remember which one). You need to know exactly where to drill the holes to remove the rivets. It is pretty easy to do with the right instructions. If your passenger window is the one that is going up slowly it might not be your motor. The power goes through the drivers side before the passenger. So by the time it passes through a few switches you lose some of thew power (Voltage x current). You have both a drop in voltage and current. There are ways to rewire the passenger side directly (just search). hope this helps
